EPA's RRP (Renovation, Repair and Painting) Lead-Safe law requires all contractors who's trade will disturb lead paint and dust in homes, schools, medical buildings, or other public job sites built before 1978 must take an 8 hour Lead Paint safety training course.

Regarding the Explosion of Middletown.

WASHINGTON, D.C. - U.S. Secretary of Labor Hilda L. Solis tonight issued the following statement concerning the explosion that occurred today at the power plant construction site in Middletown, Conn.:osha 30
"Our thoughts and prayers go out to the families, friends and loved ones of those workers killed and injured in today’s explosion in Middletown. The safety and health of workers is of paramount importance to me and to the U.S. Department of Labor. Inspectors from the department’s Occupational Safety and Health Administration arrived on site this afternoon to conduct a comprehensive investigation and are working in cooperation with other agencies."

Five workers were exposed to hurricane-like winds and almost were swept out with rushing water at Oroville Dam in July 2009 because of an ill-conceived test and a missing safety device, the Division of Occupational Safety and Health (DOSH) says after an investigation.
DOSH has cited the state Department of Water Resources for five alleged serious violations, including one serious/willful violation, and is proposing more than $141,000 in penalties.
The workers were dispatched to test the destructive effects of removing an energy dispersion ring -- a crucial safety component, DOSH says -- and opened river valves full force, a practice that goes against industry standards and good engineering practices, Cal/OSHA contends. The department failed to follow the recommendations of a 1993 study by the University of California-Davis on the use of cone valves and the need for the energy dispersion ring, which was removed in April 2009 and not replaced.
After opening the valves, the five workers were subjected to vacuum conditions equivalent to 100 mile-per-hour winds, which dislodged a breakaway wall and knocked three of the workers off their feet and toward a diversion tunnel. The two other workers were pulled over the edge of a platform on the river valve chamber. One found himself hanging over the edge of the valve holding onto twisted metal railing, while the other hung off the edge of the platform while various tools and equipment pummeled him. He suffered head trauma, a broken arm and leg, multiple bruises and cuts and spent four days in the hospital.
DOSH cited DWR for an alleged serious/willful violation of General Industry Safety Orders §3328(a) for operating the valves without the energy dispersion ring, which prevents water from hitting the chamber full force. The Division also cited the department for serious, accident-related violations of §3328(g) for allowing vacuum pressure to build up to dangerous levels; GISO §3203(a)(4)(B) for failing to evaluate and identify the hazard of removing the dispersal ring; §3203(a)(7)(D) for failing to train employees on the hazard; and §5157(c)(1) for failing to determine whether the chamber was a permit-required confined space.
